Louis is a retired Chief Administrative Officer formerly with the Town of Windsor. He served as CAO for 14 years with Windsor until its consolidation into the new Regional Municipality of West Hants. Prior to that, he was a thirty year (30) employee of the former City of Halifax and Halifax Regional Municipality. Louis was involved in a variety of different disciplines in his career with Halifax including his role as the Director of Human Resources.

During his time in municipal government he was Co-Chair of the Fiscal Review Committee, a joint partnership between the municipalities and the Province of Nova Scotia; has served on the Towns Task Force in 2012; continues to be a mentor with the Dalhousie School of Public Administration and is in his 16th year as a mentor to second year MPA grad students. He is also a recipient of the 2016 Lieutenant Governor’s Award for Excellence in Public Administration.

Louis and his family are owners of Avondale Sky Winery which they acquired in December 2019 and he currently sits on several Boards including Kings-Edgehill School and Grape Growers of Nova Scotia. He is married to Avila and has two sons Karl and Sean and has four grandchildren.
